The boy Luca is a sea monster and lives on the ocean floor. He is not allowed to go to the surface of the water, because his parents think it is too dangerous. But then Luca meets the daredevil Alberto, who pulls him out of the water, where they take on a human-like appearance. The two become friends, and soon they are drawn to the village of humans, but who hunt sea monsters.
