Judy, who comes from the countryside, fulfills her childhood dream of being the first rabbit to become a police officer in a big city inhabited only by animals. But they don't take her seriously and only let her work as a traffic warden. But then she gets the chance to find a missing otter. She forces the trickster Nick to help her, even though he is her parents' enemy as a fox.
