In 1957, Brooklyn insurance lawyer James Donovan is assigned the task of defending Rudolf Abel, who has been exposed as a Soviet spy. This makes him enemies, but he manages to ensure that Abel is not sentenced to death so that he can be used for a spy swap at some point. Some time later, US pilot Powers is arrested in the USSR and Donovan is sent to Berlin to negotiate.
