Joel and Ellie are on their way to Wyoming, but in Kansas City they are ambushed and have to abandon the car. Shortly before, insurgents had taken control of the city and driven out FEDRA. Now their leader Kathleen is looking for collaborators - and for Joel and Ellie, who had killed two of her men in the ambush.
