The parking garage where Mr. Monk's wife Trudy was killed is to be demolished and replaced by a playground. Monk protests against this while chained up, and indeed city councillor Eileen Hill is persuaded to hold a new vote on the case. But shortly afterwards she disappears without a trace. Mr. Monk is worried, especially as his rival Harold Krenshaw wants to vote for the demolition.
