Two-year-old foster child Tommy goes missing in a park and, when he reappears, has a severed finger with him. Monk hopes that the boy can take him to where he found it and walks through the park with him. The two grow fond of each other and because Tommy can't stay with his foster parents, Monk takes him into his care, much to everyone's surprise.
